Throughout her career, Ieva has led the development of national digital strategies, policy frameworks, governance models, and investment programmes supporting public sector digital transformation. She played a key role in establishing Lithuania’s digital government ecosystem, first at the Information Society Development Committee and later at the Communications Regulatory Authority, where she oversaw digital trust services, electronic communications regulation, and strategic ICT development. Today, she advises governments worldwide on digital transformation policies, institutional capacity building, GovTech ecosystems, digital public infrastructure, and citizen-centric public service delivery.

Throughout his career, Julius has contributed to digital transformation and institutional reform projects across Europe, Africa, the Caribbean, the Middle East, and the Pacific. He has supported governments in strengthening institutional capacity, managing organisational change, conducting research and policy analysis, facilitating stakeholder consultations, and developing inclusive approaches to digital government. Before joining NRD Companies, he worked with the Central Project Management Agency, the Office of the President of the Republic of Lithuania, and the Ministry of Foreign Affairs, contributing to Lithuania’s development cooperation policy and international partnerships.

Throughout his career, Bronislovas has advised governments, public institutions, and international development partners on digital transformation, ICT governance, data governance, enterprise architecture, and the modernization of public services. His experience includes leading IT audits, developing digital government strategies, designing secure digital infrastructures, improving business processes, and supporting the implementation of complex e-government solutions. He has successfully delivered projects across Europe, Africa, the Caribbean, Asia, and the Pacific, working with institutions at different stages of digital maturity.

Mindaugas has worked on a broad range of national and international digital transformation projects involving government information systems, national registers, interoperability platforms, digital public services, enterprise architecture, and business process reengineering. His experience spans projects in Sint Maarten, Kiribati, Jersey, Maldives, Burundi, Lesotho, Trinidad and Tobago, Rwanda, Guyana, Lithuania, Poland, and the United Kingdom. He has designed enterprise architectures, developed interoperability solutions connecting national and European information systems, defined technical and business requirements, and supported governments in modernising digital infrastructure across sectors including health, migration, justice, social protection, registries, taxation, and digital government.

Tatsiana has managed and supported digital transformation and institutional reform projects across Kiribati, Latin America and the Caribbean, Jersey, Maldives, Burundi, Trinidad and Tobago, Kenya, Sint Maarten, Ghana, Dominica, Lithuania, Belarus, and Latvia. Her experience includes managing e-government programmes, registry modernisation, organisational development, business process improvement, legal and policy reform, stakeholder engagement, procurement, monitoring and evaluation, and capacity-building initiatives. Before joining NRD Companies, she managed 16 international cross-border cooperation projects with a combined value of approximately €14 million and held roles in international cooperation and public administration, contributing to organisational development, legislative reform, and environmental governance.

Algimantė has experience supporting international digital transformation and institutional development projects across Europe, Africa, the Caribbean, and Latin America. She has contributed to initiatives involving digital government, institutional reform, data governance, artificial intelligence policy, digital public infrastructure, and legal frameworks for cross-border data exchange. Her responsibilities include project coordination, proposal preparation, stakeholder communication, document quality assurance, procurement support, monitoring and evaluation, workshop organisation, and the preparation of reports, presentations, and other project deliverables. Prior to joining NRD Companies, she gained professional experience in contract management, legal support, document control, archiving, and team coordination. She holds a Bachelor’s degree in Archives Science from Vilnius University and has completed professional training in GovStack digital building blocks, digital registries, data governance, monitoring and evaluation, and civil registration and vital statistics systems.
