NRD AS will assist Cambodia in strategic planning of birth registration and identification

On the 29th May, 2015 INVL Technology managed company Norway Registers Development AS (NRD) has signed a contract with UNITED NATIONS CHILDREN’S FUND (UNICEF) to develop a National Strategic Plan for Identification (NSPI) for 2014-2024 that will guide acceleration of national efforts to increase the birth registration rate and identification in Cambodia. The assignment is starting in June 2015 and is expected to be finished by the end of September.

The scope of NRD work includes review and recommendations for the existing legislation, policies and frameworks regarding birth registration and identification processes as well as the capacity and systems of the General Department of Identification.

Well-functioning Civil Registration and Identification systems are crucial for inclusive and sustainable development. They are important in safeguarding human rights, producing essential information, supporting good governance, improving development outcomes and monitoring progress towards nationally and internationally agreed development goals.

Currently, the national birth registration rate in Cambodia is approximately 62% which is considered low in comparison to Asian and Pacific countries birth registration rates. Behind this low average there are additional and significant regional and income-based disparities in birth registration rates.

It is expected that NRD will produce a National Strategic Plan for Identification which will detail effective strategies to increase birth registration and identification rates nationwide, both through use of analogue systems and processes and through the use of ICT systems including mobile phone technology.
