Mauritius RGD wins Public Service Excellence Award

The Mauritius Registrar-General’s Department (RGD) has beaten stiff competition from 52 contestants to win the Grand Prize of the Public Service Excellence Award (PSEA), together with the award for Innovation and Improvement. This winning witnessed RGD scooping a cash prize of 150, 000 Mauritian Rupees (approximately USD 4,023.61).

Organized by the Ministry of Civil Service and Administrative Reforms in Mauritius, the Award recognizes and celebrates the government departments that have demonstrated outstanding examples of innovation and excellence in public service, specifically by adopting reform measures and policies. 

The winning of this Award means that a public sector department has ticked all the right boxes, specifically in: strategic planning and objectives; customer centered delivery; leadership and team spirit; efficiency and effectiveness; and innovation and improvement. The theme for this year’s Awards was “Leading the Public Service to Higher Productivity.”

The Registrar General’s Department has been working with ICF to introduce an electronic registry that allows the e-submission, e-payment and online search of information pertaining to movable and immovable property. This included transactions such as transferring property ownership or registering motor vehicles. 

As a result of the Mauritius Electronic Registry Project (MeRP), all land records have been digitized from 1804 up to June 2015. A total of 9 million sheets of paper have been archived by RGD.  This allows Mauritians to access archived deeds electronically within 30 minutes in comparison to the previous two days where information was stored in hard copy files and searched manually. This has resulted in the RGD operating as a paperless service provider. 

RGD attributes their win to the Mauritius Electronic Registry project, funded by ICF.

In receipt of their award, Mrs Deviantee Sobarun, Registrar General couldn’t be any happier. Speaking about the Award, Deviantee Sobarun, the Registrar-General said:

“I dedicate this Award to all the staff of the RGD as well as stakeholders who have been working heart and soul for the smooth implementation of projects at the RGD, including the present one, the MeRP.  They have understood our message that change is necessary to move ahead and make progress.  The cash prize won by the RGD will be used for the welfare of the staff.”

The Registrar General also gave a special thanks to the project management team for their unwavering support.

Prior to this project, the Registrar-General’s Department used to operate on a paper based system; title deeds were written by hand, information was recorded manually on registers, and information searches were conducted by going through archived paper files. This meant that for a business to register its property, someone had to physical go to RGD to process the transaction.

The Public Service Excellence Award was previously won by the Registrar of Companies (ROC) under its Modernization of the Registrar of Companies Project. ICF worked with ROC to reduce the time and cost for the registration of documents in Mauritius in order to foster a conducive investment climate for the private sector and members of the public.

The two projects showcased that the electronic systems ICF has helped to put in place are helping to make business, land and asset registration in Mauritius more effective and efficient.
