What Challenges Are West Africa’s Tax Authorities Facing – and How Can They Be Overcome?

Across West Africa, tax administrations face intensifying pressure from demographic, economic, and institutional trends. Rapid population growth and urbanization are stretching public finance systems, while expanding informal economies magnify the complexity of enforcement. In many African countries, more than 70 % of employment is informal, illustrating how deeply informality is embedded in national economies.

Fiscal systems remain fragile. Many states rely heavily on external aid, exposing budgets to volatility in donor flows. At the same time, tax effort remains low: the average tax-to-GDP ratio across Africa was only 16 % in 2022, far below the OECD average of 34 %. Legacy IT infrastructure struggles to keep up with the demands of modern taxation, particularly as digital financial services grow rapidly. Informal trade and smuggling erode compliance, while fragmented institutions and weak data sharing limit enforcement capacity.

Citizen trust also remains fragile, as taxpayers frequently perceive tax systems as burdensome or opaque. These challenges directly constrain states’ ability to mobilize resources, finance development, and promote stability. The 7th High Level Policy Dialogue and 21st General Assembly of the West African Tax Administration Forum (WATAF), held in Freetown, Sierra Leone, in September 2025, reinforced these concerns and highlighted the urgent need for coordinated reform across the region.

Core Challenges Facing West African Tax Administrations

During the WATAF 7th High Level Policy Dialogue and 21st General Assembly, tax administrations represented by high-level officials from across West Africa highlighted the following challenges they are struggling with:

Reducing Donor Dependency

Many national budgets remain significantly supported by external financing, leaving states vulnerable to fiscal shocks. Sustainable domestic revenue mobilization is therefore a strategic priority, requiring robust administrative frameworks, modern digital infrastructure, and consistent compliance mechanisms.

Digitalization and Emerging Tax Bases

The rapid expansion of the digital economy – including mobile money, e-commerce, platforms, and crypto assets – has introduced complex new tax bases. Current legacy systems are often unable to capture these transactions effectively. Digital solutions such as e-invoicing, automated reporting, and mobile-enabled payment systems are now essential to secure compliance and reduce leakages.

Building Public Trust

Low taxpayer confidence and perceptions of complexity or unfairness continue to discourage voluntary compliance. Evidence shows that transparent, accessible, and traceable tax systems, supported by taxpayer education initiatives, can significantly strengthen trust and revenue outcomes.

Integrating the Informal Sector

The informal sector contributes a large share of gross domestic product (GDP) across West Africa but remains largely outside the tax net. This undermines equity and limits revenue potential. Practical approaches include simplified taxpayer categorization, mobile-friendly filing mechanisms, and electronic tax stamps to combat smuggling and fraud.

Data Integration and Cross-Border Cooperation

Smuggling, fraud, and tax avoidance thrive in environments with fragmented data systems. Integration of records – covering land, real estate, vehicles, beneficial ownership, and identity databases – would enable administrations to improve taxpayer profiling and enforcement. Secure, interoperable platforms are also needed to facilitate cross-border information exchange within the region.

Evaluating Incentives and Policy Stability

Tax incentives remain a widely used instrument for investment promotion. However, in many states, the absence of systematic evaluation mechanisms obscures their true fiscal and economic impact. At the same time, frequent changes in tax policy erode predictability for businesses. Data-driven tools that measure revenue trade-offs can support more balanced and stable policymaking.

Priorities for Administrations

There is growing consensus that revenue administrations require solutions that are:

  • Affordable and deployable within short time frames, ensuring reforms can be implemented without prolonged delays.
  • Delivered with full source code ownership, safeguarding sovereignty and long-term adaptability.
  • Flexible enough to integrate with existing national systems while supporting regional cooperation.

WATAF audience was presented with one of the most effective tools available – Virtual Fiscal Device Management System (VFDMS©). This platform enables real-time or near real-time reporting of invoices and transactions, giving tax administrations immediate visibility of economic activity. By making invoices traceable and verifiable, VFDMS reduces VAT gaps, combats fraud, and increases transparency. The system is highly adaptable to national contexts and can be deployed within short time frames, providing measurable revenue gains early in the reform process.
