Laos Launches Fully Digital Business Registry System

The Lao People’s Democratic Republic has introduced the Electronic Business Registration System (eBRS), a national platform designed to modernize business registration services and improve the overall investment climate. The initiative represents a key step in strengthening the country’s digital public infrastructure and enabling a more transparent, efficient, and accessible business environment for local and international enterprises.

The system was developed as part of the World Bank–financed Lao PDR Competitiveness and Trade Project (LCTP), which supports reforms aimed at improving the business environment and facilitating private sector development.

The reform and system implementation were carried out over a period of 2.5 years, reflecting a sustained national effort to transition from fragmented, manual processes to a modern digital registry.

NRD Companies partnered in the design and implementation of the eBRS, delivering a comprehensive, end-to-end digital registry solution tailored to Laos’ institutional and regulatory framework.

A Modern, Interoperable Registry System

The eBRS introduces fully digital workflows supported by secure data management and interoperability with key government systems. The platform integrates with the TaxRIS system for taxpayer identification numbers, connects to the Finlink e-payment gateway. It also enables public access to enterprise data, including verification of registration status via QR codes.

Designed for scalability and adaptability, the system accommodates all business types, including entities operating in Special Economic Zones. It also includes a reporting engine with advanced data visualization and monitoring capabilities, supporting evidence-based decision-making and improved institutional performance.

NRD Companies’ contribution includes system architecture design, development, integration, data migration of over 110,000 records, and capacity building through nationwide training programs. The solution is supported locally to ensure sustainability and long-term operational continuity. Supporting Economic Modernization

The implementation of the eBRS aligns with Lao PDR’s broader economic reform agenda and digital development priorities. The platform addresses longstanding challenges such as fragmented processes, manual workflows, and limited data accessibility. At the same time, it creates a foundation for future digital services and regulatory integration, supporting the country’s ongoing governance and economic transformation.

While Lao PDR is not yet covered in the World Bank’s new Business Ready (B-READY) benchmarking, the implementation of eBRS directly aligns with the areas assessed by the framework, particularly in business entry, digital public services, and operational efficiency.

Despite challenges such as varying levels of digital adoption and infrastructure constraints, the eBRS establishes a scalable foundation for continued modernization and increased accessibility of government services across the country.
