Lithuania Launches “Mano Muitinė” Portal to Centralize Customs Services

The Customs Department under the Ministry of Finance of the Republic of Lithuania has officially launched the new customs services portal “Mano muitinė” (“My Customs”) – a centralized digital platform designed to modernize the delivery of customs-related services and information for citizens, businesses, and public institutions across Lithuania. 

The initiative marks a significant milestone in Lithuania’s public sector digital transformation agenda and strengthens the country’s commitment to accessible, transparent, and user-oriented digital public services. The portal was developed under the project “Creation of the Unified Digital Services Portal “Mano muitinė”, Focused on Customs Service Users”, financed through the European Union’s Recovery and Resilience Facility (RRF) under the “New Generation Lithuania” plan and co-financed by the state budget of the Republic of Lithuania. 

A Unified Gateway to Customs Services 

“Mano muitinė” consolidates information and services previously distributed across multiple websites and information systems into one integrated digital environment. The portal now serves as a single entry point to customs services, enabling users to access structured service descriptions, direct links to electronic services, and operational information through a unified platform. The portal is available in Lithuanian and English. 

The portal provides: 

  • centralized access to customs electronic services and information;  
  • clearly structured service descriptions with direct access links;  
  • real-time monitoring of customs information system availability and planned maintenance;  
  • subscription-based notifications on disruptions and updates;  
  • a dedicated “Knowledge Bank” with practical guidance, explanations, FAQs, and links to relevant legislation;  
  • user feedback functionality to continuously improve content and services;  
  • integrated operational tools and quick-access functionality for customs officers.  

The new platform also introduces three new self-service electronic services. Users can already access the “Receipt of Customs Declaration Data” service, while from 1 June 2026 two additional services will become available: “Check Intrastat Reporting Obligations” and “Check Intrastat Statistical Reports Status”. In addition, all services provided through the Single Window system are now accessible through the “Mano muitinė” portal. 

The solution was implemented in partnership with NRD Companies, which supported the Customs Department in developing a modern, interoperable, and scalable platform aligned with long-term institutional modernization objectives and European digital governance priorities. 

Designed Around User Needs and Operational Efficiency 

The development of the portal placed strong emphasis on usability, accessibility, and intuitive navigation. Particular attention was dedicated to improving information search functionality and simplifying previously fragmented structures in order to ensure that users can quickly and easily access relevant customs information and services. 

“While designing the ‘Mano muitinė’ portal, we consistently focused on real user needs. We carefully assessed the challenges users faced previously, particularly difficulties in finding information and navigating fragmented structures. Therefore, special attention was dedicated to search functionality, intuitive navigation, and clear content presentation. Our goal was to ensure that users can find relevant information quickly and effortlessly,” said Agnė Dailydienė, representative of Lithuanian Customs and Head of the “Mano muitinė” portal development group. 

The portal also delivers significant operational value for customs officers. Through the internal part of the portal, employees can access methodological information, links to Lithuanian Customs, other national institutions, and European Union information systems, as well as create personalized lists of frequently used systems. This is particularly relevant given that customs officers work with dozens of different information systems every day.
