Maldives Inland Revenue Authority Strengthens Data-Driven Tax Administration with Support from NRD Companies

The Maldives Inland Revenue Authority (MIRA), the main tax authority of the Republic of Maldives, has strengthened its approach to managing and using data through a new Data Governance Framework developed with support from NRD Companies and The United Nations Development Programme (UNDP).

The project, implemented between December 2025 and May 2026, helped MIRA create clear rules, responsibilities and processes for managing data across the organization. The framework aims to improve data quality, accountability, security and consistency, supporting better decision-making, stronger tax compliance management and improved taxpayer services.

NRD Companies worked closely with MIRA to develop the framework, governance model, implementation roadmap and training materials. The assignment also included stakeholder consultations, validation workshops and capacity-building sessions.

“Mature data governance is essential for modern tax administrations,” said Mindaugas Glodas, CEO of NRD Companies. “This project helps MIRA strengthen its ability to use data securely and effectively while building a stronger foundation for digital public services.”

Supporting Reliable and Trusted Digital Tax Administration

MIRA is already one of the most digitalized public institutions in the Maldives. In 2024, more than 94% of tax returns and payments were submitted online. As digital operations continue to grow, MIRA identified the need for stronger institutional mechanisms to manage data more consistently and reliably.

The new framework addresses challenges such as fragmented data ownership, inconsistent data quality, data security and privacy, limited visibility across systems, and data sharing between institutions. It establishes a practical governance structure with clear roles for data governance and management, and introduces policies covering data access, security, classification, quality, sharing, retention and compliance.

The project also delivered a 3-year implementation roadmap to help MIRA gradually strengthen data governance practices across the institution.
