Why Data Embassies Are Gaining Attention in Fragile and High-Risk Environments

As governments become increasingly digital, protecting critical data is no longer simply an IT challenge. It has become a question of national resilience.

Today, digital systems underpin almost every essential government function. Civil registries, business registries, tax administration, customs, health information systems, digital identity, land administration, social protection, and emergency response all depend on secure, available, and trusted data. For many governments, particularly those pursuing ambitious digital transformation programmes, these systems have become critical national infrastructure.

When these systems become unavailable, the consequences extend far beyond temporary service disruption. Governments may lose the ability to deliver essential services, verify identities, process payments, administer justice, or coordinate emergency response. Public trust can erode rapidly, while economic activity may be significantly affected.

As digital dependence grows, governments are increasingly asking a new question: How can the state continue functioning if its digital infrastructure becomes unavailable?

At the same time, governments are increasingly recognising that resilience alone is not enough. As data becomes a strategic national asset, countries are also placing greater emphasis on digital sovereignty: maintaining control over critical government data, infrastructure, and decision-making. Simply storing sensitive government data in commercial cloud platforms hosted abroad may improve availability, but it does not necessarily address questions of sovereign control, jurisdiction, or long-term strategic autonomy. This creates a new policy challenge: how can governments strengthen resilience while preserving sovereignty over one of the state’s most valuable assets – its data? Data embassies have emerged as one approach to balancing these two objectives.

From Digital Transformation to Digital Continuity and Sovereignty

For years, governments have focused on building modern digital services. Today, many are shifting attention toward ensuring those services remain available during crises while preserving sovereign control over the critical data that underpins them.

Natural disasters, cyberattacks, geopolitical tensions, infrastructure failures, and climate-related events have all demonstrated that digital systems cannot be viewed solely through the lens of efficiency. They must also be designed for resilience.

This growing emphasis reflects a broader global trend toward digital continuity – the ability of governments to maintain critical operations even under extraordinary circumstances. International cybersecurity frameworks, including the NIST Cybersecurity Framework and guidance on critical infrastructure resilience, increasingly emphasise continuity planning alongside cybersecurity and disaster recovery. Against this backdrop, data embassies are moving from an innovative concept to a strategic policy discussion. 

What Is a Data Embassy? 

A data embassy is an arrangement through which a country stores copies of its most critical government data and digital systems in secure infrastructure located outside its national borders while retaining sovereign control over that data.

The concept is often described as a digital extension of the state abroad.

Like a traditional embassy, its purpose is to provide protection beyond national territory. Instead of diplomatic services, however, it protects the digital assets that enable governments to continue functioning.

Importantly, a data embassy is not simply cloud storage hosted overseas. Unlike conventional cloud hosting, a data embassy is specifically designed to combine geographic resilience with sovereign control through dedicated legal and governance arrangements between states. Its defining characteristics include:

  • sovereign control over critical government data;
  • legal arrangements defining jurisdiction and protection;
  • secure hosting designed for government continuity;
  • integration into national continuity and disaster recovery planning.

In practice, data embassies are typically reserved for the most critical government systems required for state continuity, rather than for all public-sector data or applications. The objective is to ensure that the state’s most critical digital assets remain recoverable, even if domestic infrastructure is compromised or becomes inaccessible. 

Countries Demonstrate What Digital Continuity Can Look Like 

The best-known example remains Estonia. Following the large-scale cyberattacks of 2007, Estonia began rethinking how to protect the digital foundations of the state. This ultimately led to the establishment of the world’s first data embassy in Luxembourg, based on a bilateral agreement that provides legal protections while allowing Estonia to retain sovereign control over its critical government information systems.

Today, the Estonian data embassy forms part of the country’s broader Government Cloud strategy and helps ensure the uninterrupted delivery of essential public services by maintaining secure copies of critical datasets outside national borders. Rather than replacing domestic infrastructure, it complements it as an additional layer of resilience.

Since Estonia pioneered the concept, governments have begun adapting it to their own national priorities and risk profiles. Lithuania, for example, has also established a Digital Embassy framework. Copies of the country’s most critical government information systems are stored in secure data centres located in a NATO member state. As part of its broader hybrid government cloud strategy, Lithuania is expanding these capabilities to support not only the preservation of critical data, but also to ensure that essential government information systems and digital public services remain operational if domestic infrastructure becomes unavailable.

Monaco has likewise established a data embassy in Luxembourg. Unlike Estonia and Lithuania, whose approaches were driven primarily by cybersecurity and geopolitical resilience, Monaco adopted the model because its limited territory makes geographically separated domestic backup infrastructure impractical.

The concept has also strengthened international cooperation on digital resilience. Luxembourg has established itself as a trusted host jurisdiction for sovereign data embassies, combining highly resilient digital infrastructure with bilateral legal arrangements that preserve the sending state’s sovereign control over its data. Beyond operational implementations, some countries are strengthening the legal foundations for sovereign cross-border data hosting. Bahrain, for example, has introduced legislation establishing a legal framework for such arrangements, although this model has not yet been implemented operationally. Although operational data embassies remain relatively few, these examples demonstrate that governments increasingly view digital continuity as a strategic question of resilience, sovereignty, and national security rather than solely an information technology challenge. 

Why Governments in Fragile and High-Risk Environments Are Paying Attention 

The diversity of emerging approaches reflects an important reality: there is no universal model for digital resilience. Every country faces different risks, institutional capacities, and strategic priorities, requiring different approaches to protecting critical government data and services. For some governments, the greatest threats are natural disasters such as hurricanes, flooding, or rising sea levels. Others face geopolitical instability, conflict, infrastructure constraints, or limited opportunities to establish geographically separate domestic backup facilities. Small island developing states and countries with dispersed populations may face particularly complex continuity challenges This is where data embassies are attracting growing attention. By storing critical government systems outside the immediate risk environment while retaining sovereign control, they offer one possible approach to strengthening national resilience and ensuring continuity of essential public services.

Data Embassies Are Only One Part of the Answer 

Despite growing interest, data embassies should not be viewed as a universal solution. They represent one possible component within a broader national digital resilience strategy. A data embassy should therefore be viewed as a strategic policy decision rather than a standalone technology project. It is most effective when embedded within a broader national strategy for digital resilience, cybersecurity, business continuity, and digital sovereignty.

Before considering a data embassy, governments typically need to answer several foundational questions:

  • Which government systems are truly critical for state continuity?
  • Which government data and digital services require sovereign protection, and which can safely rely on commercial cloud infrastructure?
  • What threats present the greatest operational risk?
  • Are existing backup and disaster recovery arrangements sufficient?
  • Does the country’s legal framework support cross-border protection of sovereign data?
  • Is a data embassy proportionate compared with other resilience investments?

For some governments, strengthening domestic redundancy may provide sufficient resilience. For others, sovereign cloud arrangements or regional cooperation may offer a more practical solution. For countries facing elevated physical, environmental, or geopolitical risks, a data embassy may become an important additional safeguard. The right answer depends on context, not on technology alone.

Technology Is Only One Piece of the Puzzle 

Establishing a data embassy requires much more than replicating servers abroad. Successful implementation brings together several dimensions:

  • identification and classification of critical government systems;
  • national cybersecurity strategy;
  • legal agreements between participating states;
  • governance and ownership models;
  • risk management;
  • interoperability;
  • business continuity planning;
  • digital sovereignty considerations.

This explains why data embassies sit at the intersection of public policy, international law, digital government, and information security. The technology part is often the least complicated element. The greater challenge lies in establishing the legal, institutional, and governance arrangements needed to ensure that technology supports state continuity while preserving sovereignty. 

From Infrastructure to National Resilience 

As governments continue investing in digital public infrastructure, resilience and digital sovereignty are becoming equally important as digitalisation itself. Building digital services is only the first step. Ensuring governments retain control over critical data while maintaining the continuity of essential public services during crises is increasingly recognised as a core responsibility of modern government.

Data embassies are one example of how countries are beginning to rethink digital continuity in a world where critical public functions increasingly depend on data rather than paper.
