Modernizing Utility Payment Collection in Lithuania with a Custom POS-Based Authorization Platform

About the Client

Sollo is a licensed payment institution in Lithuania that provides payment collection and authorization services for utility companies and other service providers. The company has held a payment institution licence issued by the Bank of Lithuania since 2011.

Sollo makes payment services accessible through retail point-of-sale (POS) systems, allowing customers to pay utility and other service bills conveniently at staffed and self-service checkouts. Payments can be made through established retail networks across Lithuania, where customers can pay their bills directly at checkout.

Sollo’s platform supports a broad ecosystem of utility companies and other service providers, including small and regional organizations that often lack the resources or technical infrastructure to operate their own advanced digital payment channels.

An important stakeholder in this initiative was one of Lithuania’s largest supermarket chains, operating an extensive nationwide network of stores. Through integration with this retail infrastructure, Sollo’s payment collection services are widely accessible, including in regional areas where digital payment infrastructure may be less developed.

NRD Companies partnered with Sollo to design, custom develop, implement, and support a centralized payment authorization platform tailored to Sollo’s operational and regulatory requirements. The platform enables payment collection, authorization, settlement, and reconciliation across multiple service providers and retail channels.

Challenge

Sollo sought to modernize and centralize its payment authorization infrastructure, creating a more scalable and flexible ecosystem for utility and service payment collection across Lithuania.

The project required NRD Companies to address several technical and operational challenges:

  • Ensuring seamless integration with Windows-based POS front-end systems using JS Bridge technology;
  • Developing a flexible engine for efficiently creating and modifying payment forms;
  • Supporting more than 700 payment forms managed directly by the Sollo team;
  • Enabling integrations with service providers using legacy technologies and file-based data exchange;
  • Managing secure file exchange and encryption for providers with varying levels of digital maturity;
  • Creating unified settlement and reconciliation processes across numerous service providers and retail channels;
  • Maintaining secure and reliable operations in a regulated payment environment.

Many small and regional utility providers lacked the technical capacity and financial resources to build and maintain their own digital payment channels. Sollo therefore needed a centralized platform that would simplify provider onboarding while maintaining high standards of security, reliability, and regulatory compliance.

Solution and Benefits

NRD Companies custom developed a centralized payment authorization platform tailored to Sollo’s business model and payment ecosystem. The solution enables customers to pay utility and service bills through retail POS terminals, including staffed and self-service checkout systems.

When a customer pays a utility or service bill at a supermarket checkout, the POS system sends the transaction to Sollo’s authorization platform. The platform validates the payment data, routes the transaction to the appropriate service provider, and records the payment. It subsequently supports settlement and reconciliation, helping ensure that funds and transaction information are accurately allocated to the relevant provider.

The solution was built using cloud-native technologies and is hosted on Google Cloud infrastructure, providing the scalability, reliability, and availability required to handle large transaction volumes. Its security and compliance capabilities support Sollo’s operations as a regulated payment institution.

One of the solution’s key advantages is its flexibility and rapid time-to-market. The platform includes a configurable payment form engine that allows the Sollo team to independently create and modify payment forms without requiring additional software development.

With more than 700 payment forms currently supported, this functionality reduces operational overhead and enables Sollo to introduce services for new providers more efficiently.

The platform accommodates organizations with different levels of digital maturity:

  • Digitally advanced providers can integrate directly with the platform through APIs and automated interfaces;
  • Providers using legacy systems can exchange encrypted files and receive automatically generated reconciliation reports tailored to their operational requirements.

Integration with established supermarket and retail networks enables Sollo to offer payment collection services through existing POS infrastructure, making these services accessible to customers across Lithuania.

Customers can pay for multiple services during a single checkout visit, alongside their regular purchases. This provides a simplified and unified payment experience while reducing the need for separate provider-specific applications or payment systems.

Key benefits include:

  • Faster onboarding of new service providers;
  • Reduced dependency on custom software development when payment forms need to be created or updated;
  • Centralized and secure payment authorization and processing;
  • Convenient access to payment services through established retail POS networks;
  • Support for both modern and legacy provider systems;
  • Simplified settlement and reconciliation;
  • Scalability to support continued ecosystem and transaction-volume growth.

Results

The centralized authorization platform has enabled Sollo to manage a diverse ecosystem of utility companies and other service providers through a single, integrated payment infrastructure.

With more than 700 payment forms managed independently by the Sollo team, the platform has reduced reliance on software development for routine service configuration and updates, supporting faster onboarding and greater operational flexibility.

The platform has also improved operational efficiency for Sollo and participating service providers by centralizing payment authorization, transaction recording, settlement, and reconciliation.

For customers, the solution provides a convenient way to pay utility and service bills at partner retail stores, including those belonging to one of Lithuania’s largest supermarket chains, without the need to use separate payment channels for each provider. The extensive nationwide retail network demonstrates the broad accessibility of Sollo’s payment collection services.

Its cloud-native architecture provides a scalable technological foundation for Sollo to expand its service portfolio, integrate additional partners, and accommodate growing transaction volumes.

Quote from the Client

This solution allows us to respond quickly to the needs of both service providers and customers,” said Sollo representatives. “The ability to manage and expand services flexibly ensures that our payment ecosystem can continue to grow alongside our partner network.

Replicability

While the platform was custom developed for Sollo’s specific business model and Lithuania’s payment collection environment, the technological capabilities and architectural principles demonstrated in this project can be applied to other payment processing and service integration initiatives.

Rather than offering a directly replicable solution, the project demonstrates NRD Companies’ ability to design and implement tailored payment infrastructure that connects multiple stakeholders, technologies, and operational processes.

The platform’s architecture and components provide relevant experience in:

  • Integrating different retail POS infrastructures;
  • Designing solutions to meet specific regulatory and compliance requirements;
  • Connecting multiple service providers within a centralized payment ecosystem;
  • Supporting both digitally advanced and legacy-based service providers;
  • Developing configurable payment forms and automated settlement and reconciliation processes.

These capabilities can support future projects involving payment infrastructure modernization, multi-provider integration, and the digitalization of financial transactions, with each implementation adapted to the specific market and operational requirements.

SDGs Addressed

This transformation contributes to several United Nations Sustainable Development Goals by improving access to financial services, advancing payment infrastructure, and supporting inclusive economic growth.

SDG 8: Decent Work and Economic Growth

The platform improves operational efficiency for service providers and retail partners while enabling scalable growth for Sollo’s payment ecosystem. Faster onboarding and increased automation reduce administrative workload and support sustainable business expansion.

SDG 9: Industry, Innovation and Infrastructure

The project advances Lithuania’s digital financial infrastructure by implementing a modern, scalable, and secure payment platform. The solution improves connectivity between retailers, payment operators, utility companies, and other service providers while enabling broader use of digitally supported payment services.

SDG 10: Reduced Inequalities

By extending electronic payment capabilities to small and regional utility providers, the platform helps reduce disparities in access to financial services. Customers in regional areas benefit from convenient payment channels available through existing retail networks.

SDG 11: Sustainable Cities and Communities

The solution contributes to more efficient and accessible utility service management by simplifying payment collection for residents and service providers. Using established retail infrastructure as an additional payment channel helps make essential service payments more accessible to communities.
