In September 2025, NRD Companies has been selected to deliver the foundational phase of the Kiribati Digital Government Project (KDGP), a milestone initiative accelerating the country’s transition toward a modern, inclusive, and resilient digital government.
Commissioned by the Ministry of Information, Communication and Transport (MICT) and implemented in partnership with MICT’s Digital Transformation Office, the Ministry of Justice, and the KDGP Project Management Unit, this eight-month engagement running until May 2026 will establish the core building blocks for Kiribati’s digital future.
Under this phase, NRD Companies will develop a Digital Transformation Plan – a strategic, evidence-based roadmap that provides the Government of Kiribati (GoK) with a clear, prioritized path to implement future digital reforms.

As one of the world’s most geographically dispersed island nations, Kiribati faces unique challenges in delivering efficient, citizen-centered public services. The KDGP’s foundational phase will ensure that future investments in technology and systems are coherent, sustainable, and impactful, enhancing connectivity, efficiency, and inclusion across the islands.

Core Areas of Work
Phase 1 marks the starting point of a nationwide digital-government transformation. This phase does not involve procuring systems; instead, it establishes a single, trusted evidence base, defines the target state, and produces a sequenced, costed roadmap that the Government can finance and implement in subsequent phases.
Four service-enabling focus areas structure NRD Companies’ work:
- Government Services & Infrastructure,
- Government Data Landscape,
- Digital ID & e-Signature,
- Payments, with Cybersecurity,
- Business Continuity & Disaster Recovery (BC/DR), and Change Management embedded as horizontal enablers.
Across these focus areas, NRD Companies’ role is to equip the Government of Kiribati with a comprehensive plan that aligns technology modernization with institutional reform. This includes:
- Mapping the current ICT ecosystem across government to identify strengths, gaps, and risks in digital services, data, identity, payments, and communication systems.
- Designing strategic options that compare integrated versus fragmented approaches and evaluate local versus cloud-based hosting models, with sovereignty, resilience, and sustainability at the center.
- Developing a future-state roadmap and Government Enterprise Architecture Framework to set clear interoperability standards and enable seamless, citizen-focused service delivery.
- Preparing implementation and migration plans for priority areas, addressing both technical requirements and institutional change management.
- Building capacity and ensuring knowledge transfer, so that Kiribati’s institutions can independently manage and expand digital solutions in the years to come.

The project’s outcome will be a clear, actionable digital transformation plan, tailored to the needs and context of Kiribati. It will serve as a practical guide for government institutions and development partners, ensuring that future reforms are coordinated, sustainable, and aligned with the country’s long-term development vision.
