The Government of Sint Maarten (GoSXM), represented by the Digital Leadership Team, in partnership with the National Recovery Program Bureau and with support of the World Bank, is accelerating its national digital agenda through the Digital Government Transformation Project (DGTP). As part of these ongoing efforts to enhance public service accessibility and resilience through digitalization, NRD Companies has supported the Government of Sint Maarten since 2022, aligning strategic advisory to the DGTP with technical expertise in implementing and integrating core digital components that bring strategy to life.
Building on this collaboration, from October 6–9, 2025, the Government of Sint Maarten, through the Digital Government Transformation Project (DGTP), held a series of high-impact stakeholder workshops aimed at deepening awareness, building skills, and fostering alignment across government on key digital initiatives.

Highlights of the Week
- October 6: A flagship workshop – Government Digital Transformation in Action: Awareness and Co‑Design for Civil Servants – brought together a broad cross‑section of public officials to explore how digital government improves service delivery and citizen experience.
- October 7: A focused working session with DGTP implementation stakeholders translated the vision into concrete next steps and roles.
- October 8–9: Strategic engagements, including meetings with the Prime Minister, Council of Ministers, and the Secretary‑Generals platform, strengthened shared vision, executive ownership and whole‑of‑government coordination.
Across the week, the Stakeholder Engagement sessions combined workshops, co-design activities, concise executive briefings, and fast, facilitated breakouts. Participants examined DGTP’s core pillars – legal and regulatory frameworks, digital solutions, and digital skills – with a clear focus on what will change for citizens, businesses, and civil servants. Discussions also addressed digital public infrastructure for Sint Maarten, including such topics as core registers, data interoperability, digital ID, and the coordination mechanisms ministries will use to align decisions, resources, and delivery.
NRD Companies served as presenter, facilitator and technical advisor throughout the sessions, showcasing international best practices in the GovTech domain and facilitating discussions on their practical application to Sint Maarten’s specific needs, taking into account the local context, institutional setup, and strategic vision. NRD Companies also led a co-design workshop that brought together diverse ideas and translated them into tangible, actionable steps to address both current and future digital transformation challenges.

Building Awareness and Alignment
The sessions brought together Prime Minister, Counsil of Ministers, Secretaries-General, department heads, and other civil servants to explore critical components of the DGTP, including digital identity, enterprise architecture, and digital governmental services. The discussions focused on the institutional, technical, and operational aspects of digital transformation – how these initiatives will modernize government operations, improve efficiency, and enhance service delivery.
“Together we will build a seamless digital government. It is not a copy-and-paste system but one tailored to Sint Maarten’s culture and realities,” said Prime Minister Dr. Luc F.E. Mercelina. “We must strengthen trust between government and the people by being transparent. This project reflects the dedication and coordination of our Digital Leadership Team.”

The engagements emphasized the importance of shared ownership and cross-ministerial coordination to ensure that the Government of Sint Maarten advances digital transformation as a collective effort. Participants engaged in practical exercises to assess digital readiness, align roles, and identify opportunities for improved collaboration in the implementation phase.
DLT Leader and Interim ICT Head Femi Badejo emphasized the central role of civil servants: “This program is about making government services more accessible and efficient for every citizen and business. Our public servants, who know our systems best, are key to its success.”

About the Digital Government Transformation Project
DGTP is a multiyear initiative aiming to modernise public services, strengthen core digital infrastructure, and improve the citizen experience through secure, inclusive, and usercentred digital solutions.
The DGTP represents Sint Maarten’s commitment to building a modern, efficient, and citizen-centered public administration. Through initiatives such as digital identity, first wave of e-services, legislative changes and building up digital skills the project seeks to simplify interactions between government and citizens, improve transparency, and strengthen institutional efficiency.
This week marks an important milestone in this process, reinforcing the Government’s commitment to inclusive, coordinated, and sustainable digital reform. The active involvement of civil servants across ministries ensures that the transformation is both comprehensive and grounded in the practical realities of public administration.
